WebCT was founded in 1995 and was the de facto standard for course management systems until Blackboard came of age in 2000. From 2001 through 2005, WebCT was the Pepsi to Blackboard's Coke. It was the Burger King to Blackboard's McDonald's. Both released features at about the same time, did essentially the same things, and both had their share of fans and critics. WebCT is generally regarded as being more extensible than Blackboard but harder to use and figure out. In 2006 however, WebCT was purchased by Blackboard and seems to be being put out to pasture, much like Blackboard did with Prometheus in 2003. Blackboard is the big dog in the course management space and with WebCT in the fold, has no major commercial alternative. As such, I cannot recommend a new WebCT implementation. Consider Blackboard or Sakai.
